Newly surfaced White House documents are painting an ugly picture of how the Biden administration allegedly leveraged federal disaster response for political gain — and it’s not the kind of thing you’d expect from an agency whose very purpose is to help people in moments of crisis.

According to these documents, FEMA — under the Department of Homeland Security and the leadership of Secretary Alejandro Mayorkas — was instructed to make voter registration a “key priority” during emergency deployments. That means when FEMA teams were supposed to be delivering water, food, and temporary shelter to victims of fires, floods, or hurricanes, they were also expected to press survivors about getting registered to vote.

The documents indicate that left-wing nonprofits were brought in to train FEMA staff on “equity and voter access for individuals affected by disaster,” reframing relief operations as opportunities for political outreach. A Trump administration official summed up the reaction this way: “FEMA’s job is to make sure Americans who have suffered catastrophic loss due to some disaster in their community can access food, water and shelter… Under [former] President Biden, FEMA, like every agency, produced a plan on how they would leverage these crisis situations for political purposes. I can’t think of anything more disgusting.”

The moral problem here is obvious. Disaster victims are some of the most vulnerable people in the country at that moment. They may have just lost their homes, their possessions, even loved ones — and the Biden administration apparently thought it was the perfect time to put voter registration in front of them. It’s political opportunism dressed up as “civic engagement.”

FEMA was designed to be neutral, apolitical, and laser-focused on logistics and relief. Using it as a partisan voter outreach arm undermines public trust and turns what should be a lifeline into a propaganda vehicle. It’s not just inappropriate; it’s corrosive to the core mission of the agency.
